Billionaire Lee Johnson is bored & decides to take his best friend's expensive wager. The bet is that Lee can't successfully use his money & influence to raise homosexuality to a position of respect in America. Over nearly two decades the campaign continues through bathhouse hijinks, Library Association intrigues, gay rights parades & legislation, transvestite rights arguments & Aids research. After a tragic attack on Lee's friend Ron leaves him paralyzed, the wheelchair-bound Ron watches as the end result of Lee's efforts unfolds before his horrified gaze.
